Under the sponsorship of the United States
Agency for International Development (USAID) and technical
assistance of Management Systems International (MSI) the
Partnership Against Corruption program supports the
development of comprehensive anticorruption programs in the
regions of the Russian Federation. The program facilitates
close cooperation and dialogue among government, civil
society and private sector leaders by establishing
Anti-Corruption Partnerships that develop and direct
comprehensive strategies to prevent and reduce corruption.
Implementation of the program began in 2001 in Samara and
Tomsk oblasts, and were later adopted in Irkutsk oblast and
the Russian Far East. Activities will begin in Khabarovsk
kray, and the Sakhalin and Kamchatka regions in the Fall of
2005.
On July 29 about thirty representatives of Sakhalin NGOs
visited a meeting with the administration of
Yuzhno-Sakhalinsk conducted by Olga Likhacheva, Grant
Manager, and representatives of Primorye Anticorruption
Coalition. Speakers presented the program and its activity
in other parts of Russia, involved the attendees in the
discussions concerning the problem of corruption and
priorities on that matter in Sakhalin. |

On July, 28-29th, Diddy R.M. Hitchins, Ph.D.
MBE, Professor of Political Science at the University of
Alaska Anchorage visited Yuzhno-Sakhalinsk. The purpose of
her visit was to learn more about politics in the Russian
Far East in the postsoviet period to the present time, to
include in a course on Russian Far East Politics that will
be part of a new educational program for students of the
University of Alaska Anchorage, permitting them to take a
major in International Studies with a focus on the Russian
Far East and the North Pacific Region. In Yuzhno-Sakhalinsk
Professor Hitchins had meetings with A.T.Konkov, the head of
sub-faculty of Sociology at the Institute of History,
Sociology and Management of Sakhalin State University;
E.J.Vygolov, professor of economy of SSU; and N.V.Rozanovoj,
the head of economic policy department for Yuzhno-Sakhalin
Administration.. Dr. Hitchins also was present at a meeting
at which the regional "Anti-corruption Partnership" program
was presented, at the Administration of Yuzhno-Sakhalinsk.
Professor Hitchins received scheduling and logistical
assistance from the Regional Initiative. |

Between July 21 and 22, within the framework
of the program “International Access and Training Program”
implemented by Project Harmony, the conference named
“Information Technologies in Effective Project Management”
was held in Vladivostok. It was conducted for U.S.
Department of State alumnus (FLEX, CC, CI, BFR, OW, IV, JEDP).
The main purposes of the conference were to 1) introduce
various IT for planning projects and for management an
organization to alumnus, and 2) discuss successful and
failed examples of IT application. The program of the
conference included presentations of the participants,
various discussions and master-classes on various topics.
Twenty-five alumni from Vladivostok, Khabarovsk,
Yuzhno-Sakhalinsk, Blagoveschensk, Yakutsk and other RFE
cities participated in this event. |
